Distinguished Ministers of Education, honored university presidents, education leaders, and organizers of the World Education Leaders' Forum—good morning.

On behalf of the Transitional National Legislative Assembly of the Republic of South Sudan, I extend my warmest greetings and solidarity to you all. I congratulate everyone gathered here in the beautiful coastal city of Busan for the 12th World Education Leaders’ Forum.

This forum comes at a critical moment when the world urgently needs education that builds character, creates opportunities for our youth, and sustains long-term peace and prosperity. Your presence today demonstrates our shared conviction that education is the single most powerful tool to transform minds, unite nations, and secure the future. My deep gratitude goes to the organizers for their unwavering dedication to empowering the global youth.

The core message of this forum—“Change of Mind, Change of Life, Change of World”—resonates deeply with us. Our goal goes beyond academic instruction; it is about cultivating mindset, discipline, character, and practical skills that prepare young leaders to guide their nations forward.

I hope this gathering yields concrete outcomes—student exchange programs, faculty training, TVET partnerships, scholarships, and curriculum collaboration.

Korea stands as living proof that a nation can rise from the ashes of conflict into extraordinary prosperity through investment in education, character, and mindset. South Sudan, having endured decades of painful conflict, looks to this inspiring path with great hope. We are here to learn, to collaborate, and to apply these valuable lessons at home.
